Quilting By The Yard

We try to make a blanket for my horse. I want one which is padded and safe for my horse can not rip it. I have a picture of what the material looks like, I have no idea where to find it. We looked everywhere and can not find anything. I am willing to buy in bulk and buying online is very good. If anyone has any ideas or knows of any place that sells what I'm looking for Let me know!
