Double Glazing Repairs

How do I correct or repair the handle is out of my little window with double glazing. When I look in the hole where the handle of the tree has come, I see two metal rods / bars, which are clearly intended to hold the handle and shaft in place, but I can not get them to part enough to get the handle shaft back in. Any ideas please?

try to open the window a bit .. perhaps with a flathead screwdriver .. large enough for the work of the mechanism and ensure that there is no strawberry or a metal lip on the tree ... if there is then spin .. it should just push any problem
