No, she does not like Bella otherwise a sister. She knows how she will take care of Bella and wants to start their friendship. It's like if someone tells you that you could not talk to your best friend or sister for one year.

Alice loves like a sister. Not like most.

Throughout the series, it appears as if Alice likes to treat Bella like a younger sister - to make sure it is well supported. Not in a type of crossing lesbians. As a sort of big sister way.

I think she liked more than a sister than a friend.
